Yes, exactly. Its like treasure system. you can pull skill book from treasure and sign in reward...but it takes long time to get those skill book...don't expect you can get all those breakthrough skill immediately.

how many draws does it take approximately for each skillbook drop? Same as rares? 50-80? or something?
Also, each skillbook is designated to a specific ninja, right? bleh. . .
Oh, and does drawing cost seal scrolls or a new currency?

Germany currently gets it either from sign-in (Kakashi for this month), or you exchange ninja frags for them.

I've kinda gotten the impression though that every version is going to have that at start, and that the other stuff like books from treasure, or refresh 'skill breaks' that china has etc, is all going to come later as further additions.

100 frags for 1st step of the skillbook

It depends on the books color. Green is 50 frag, blue 100, purple 150. I haven't seen higher colors yet but if they exist I'd assume its gold/yellow 200 and red 250.

If we get same starting ninjas as germany for it, there's gonna be normal naruto/sasuke/sakura, normal kakashi, hashirama and tobirama. Sasuke I don't think has all his book'able skills yet, naruto/sakura do, kakashi not sure about but I think he does. No idea of the hashi-/tobirama.

Tbh it's better than china's in a lot of ways. The main way people get the skillbroken skills is the potions not the books themselves. And those are very rare, except the really weak ones which you can build through a almost rich field like thing. In china skillbooks is luck based entirely, and in most cases it's stacked against you. At least this way it's 100% f2p, cause you can't money magic you sausuke frags. IMO, this can be better if done right, like costing a bit less frags. Otherwise it's gonna be p2w like it, for the most part, seems to be in china.

These a thing many forgot to say. Once you get a skill book and use it there's a chance to fail...
