Pretty sure this is an unintended effect, caused by black hidan's passive. (Regular hidan probably has the same problem, but no one use him.) His passive incresae his damage dealt based on hp missing, as a flat number and not percentage. This lead to a crazy increase to damage output due to 300k hp per enemy ninja in wave 2.
