It's hard for f2p to afford anything over 25% mood on anything other than main. So ATM since we can't earn mood scrolls there has been a power gap between people with all ninja at 65% and those at 25%. If they change they need to apply the restriction to everyone otherwise it will create a power gap that can never be closed. I just wish they stop lying to us about mood scrolls on group wheel as it seems pretty obvious they are just stalling for dango update at the very least they could come out and say they won't give them to us so people don't waste time waiting and it's been months now.
