  I would switch to fire, For fire usisng Iruka, its not about going till the end with nine tails. I used to just go until the end, but effectively you'll get more DPS by ending it early, anything after that you lose DPs from Irukas buff falling off and the Hashi barrier needing to be recasted. but right now you're at an iffy stage since you really that last Passive that does more dmg to Summons at level 80.
