• Actually, having a ninja on the list doesn't necessarily mean it is obtainable. Kazekage Gaara and Conference Temari were on the list long before Kage treasure if I remember correctly.   If they really wanted to put that kind of effect, I would've expected them to add KazeGaara and 5C Temari right before the Kazekage Treasure.
  
  However, I don't remember them adding KazeGaara and 5C Temari right before Kazekage Treasure was released or anything like that though. From what I recall, they were just always there even when I first started playing the game.
