Let's say I'm lv 59 with 50% experience bar filled.
Will the upgrade ball...
1. fill the remaining 50% I'm missing to lvl 60?
2. level up my character to Lv. 60 with 50% experience bar already filled?

Thanks for the fast reply, so that means it should be used right when you reach lvl 59 to save the most experience
