I think people overestimate Roshis ability to fix everything we already have 9 tailed naruto with essentially same burn and jinchuriki chakra and does he solve it alone if you are lucky enough to have him ~? No? Plus like already been said lots of immortal teams are synonymous with a whale account so good luck using your roshi to beat someone who spent that much more.
Roshi is indeed grossly overestimated. He is not that great until 3.0 version is reached, where he'll actually live long enough to break meta teams.
6 tail naruto actually do break healspam like nothing if at equal power; by flat out one shotting tsunade and s sakura with his mystery, without leaving any chance to heal. Roshi unfortunately do not have anywhere near this oomph from the get go. Roshi will break immortal teams by slowly stacking up his nin over a long time, eventually having the muscles to brute force past healspam. 2.0 roshi is squishy enough to actually die to tsunade mystery + sailor sakura splash...

Healspam is a serious problem at low levels/power, where people have limited access to good/synergized teams. It is an easy to construct team, while counters are no available to most players.
Heal spam is not a problem at the f2p plateau (50 - 60k zone), where a lot of players run meta blitz teams. Healspam plainly die to lightning blitz and sn kk wind, and will not beat mabui 1010 unless your opponent misplay or rng rolls heavily in your favor.
Heal spam once again become viable at the heavy spender end, for it's ability to counter black hidan teams and ssn teams. Healspam is not as big a problem as people make out to be. Healspam > whale teams > f2p meta teams > healspam. It has a counter, that all the whales have access to. Just because most of the whales insist on staying with their expensive ninjas and die for it, or resort to a 10 round stall out mirror, doesn't mean the team is actually broken.
(Then ofc.. there's the extremely inaccssible 6tails team that beat everything.)
