None of the reanimated ninjas are meta viable, even if you do get them to 3 star. You won't be able to make a good team using reanimated ninjas until a few more treasures down the line. (After second half of reanimated, both halves of jin, and first half of gnw treasure.. then you can build proper reanimated lineups.) But it'll be a long time for all those treasures to come.
