Meh, the number of active player in a server would only help some ppl anyway. If you are in the top 5 of your server, for example, you won't really get a benefit beyond the first two boost. For a server with 67 ppl, only one would benefit from the 7th tier, it's really quite meh.

And besides, the nerf only applies to the "boss" levels I think. Given how hard the OTHER levels are, chances are anything beyond the 3rd nerf wont really do anything, as anyone who can reach it can beat it at that point.
