Its not just Hinata, every other block/dodge ninja like Neji, Konan, Suigetsu and Kimimaro (I might be forgetting someone) c*so be hit. Something you should also pay attention to is what exactly do they block/dodge, because usually its only either mystery or normal attack, not both. Normal Itachi is only one I'm not sure about, I think he has average chance for both, but I can't remember for certain.

For ninjas that block/dodge mysteries, just use a normal attack, simple as that. Even the formerly god awful annoying Tobi falls to that easily. If you can't, just use some cheap mystery to use up the block/dodge (usually only 1 per round), then hit them with the big damaging one after.

For the ninjas that block/dodge normal hits its a bit more complex. Easiest way is to just use a mystery that starts a combo, or a ninja that has either a guaranteed combo (e.g normal naruto, sage mode naruto with clone, normal and war kankuro with puppet, fire main), or a high chance of one (e.g sage mode jiraya), as their normal attack.

After those, next easiest would be a sweep/cleave/whatever attack, which hits multiple people in the front row (e.g wind main, asuma wind blade, danzo). Its usually pretty low chance of combo, much less of on the target you want, but hey better some damage than none right?

In theory ninjas with just low/normal chance of combo on normal attack, or even no combo at all, c*so bypass the block/dodge thing. However at this point it becomes a question of the *ion stat. For ninjas that have the TAI tag on the skill (damage boosted by attack), Taijutsu *ion. For ninjas with NIN tag (damage boosted by ninjutsu), Ninjutsu *ion. The more *ion you got than the enemy, the better your chance of bypassing the block/dodge.

*ion stat however is pretty much garbage cause it does little to nothing else, so you shouldn't really bother with it if you're trying to make an anti-Hinata team or whatever.
