400 SS = Pain tendo or Hashirama
Kage Treasure = Mei, Gaara (Kazekage), Onoki, Darui, Mifune etc.
So it means your team = your scrolls = your choose.:)

For sureness 800, but i wouldn't go for him if i was in you.sooner or later we will get the following steps in ultimate training and so we will get him for free. Just now we are able to get 76 fragments for free and by luck we should be able to get the other 4. So no, my opinion is to not go at all for tendo.

At 400 you get one of the two. If you get hashirama then you get tendo at 800. So, to be sure to get him you need 800

better save your scrolls :D

use in kage... get mei.. or hanzo.. then stop... save again for jinchuriki

Just wait for Jinchuriki man..I mean * we are close enough. And Roshi is a better version of Tendo imo.

Roshi is not a better version of tendo, they are not even comparable. They have completely different uses and different roles. Roshi is primarily a 1v1 ninja that can do decent in a 3v3, while tendo is one of the best 3v3 ninja that does TERRIBLE at 1v1s.

Roshi is also over-hyped and not as good as people expect. All he does in 2.0 version is give earth a non-whale team that is meta viable. Roshi will improve in the future (3.0) when the damage formula get changed; but until then, he isn't a game changer ninja, and isn't strong enough to break the current water and lightning meta dominance.

As for drawing tendo, you have a chance to get him at 400 scrolls. If you pulled hashi at 400, your tendo will be at 800. Do note that most stuff you pull during those 400/800 scrolls will be junk ninjas.

All the ninjas pulled from tendo treasure will be junk. You can get ningendo and gakido from farming, not like you really need the other pains for 1v1. Kage might be tempting to do some pulls, but keep in mind its a 6 month old treasure, something has to come along soon that will break this meta (like how kage totally made Pain lineups useless with autobarrier feature), so IMO, if you can, bear it out and wait for jinchuriki.
