From my experience, it seems like they split based on level first into brackets (sage war style), and then matchmake based on # of wins (a bit unsure if losses count, but it might be a tiebreacker for same win count matching).
Under a min, you will match within your bracket, then its a ffa where level 50 can meet level 90 unfortunately.
What you can do is dont try matsuri straight off the bat (where all the strong people are still at low win count. Give it half an hour or an hour, and then start matching. Even better, wait till after 9 tails. By then most of the really active strong people should be done, though you might still get the occasional guy coming home from work and wrecking you, but at least theres less chance of meeting monsters. Also, try to leave your strongest teams last.
If all else fails, try to ask in chat with a good reason (especially if you're on your last team), you have nothing to lose hehe.
unfortunately, it doesn't always work that way. :(
me and other players usually hunt convoys first. Matsuri goes for 2 hours and finishes after convoy. Each match finished under 3 min or 5 max, we'd still have a lot of time left
For efficient coupons hunters like us, we plunder convoy, then 9tails and then Matsuri. That's why some players still matched with strong players.
But I do give and take, as I mentioned above if some players asked i still gave away. Coupons are the best item in the game, where all your power comes from.
