1＃ Go ToShikamaru's passive doesn't require any chakra to activate. So this question is void.

It says at the bottom "The questions presented are all ba
sed on the Skill's desc riptions before the skills went through Skill breakthrough" and since Shikamaru's "Konoha Counsellor" skill required 40 chakra to activate, it's not "void".
Ah thank you! I did not know he had that different before 2.0. -
