It says at the bottom "The questions presented are all ba
sed on the Skill's desc riptions before the skills went through Skill breakthrough" and since Shikamaru's "Konoha Counsellor" skill required 40 chakra to activate, it's not "void".
This is correct.
Remember the outline at the bottom refers to pre-2.0 characters.
