Nope. He'll come over time. I'm 4 frags away to get him to 4*, and I didn't even draw him from Treasure or bought a single drag via events. Purely collected his frags from Survival Trial and weekend Chase Missions.

I've never pulled him from Tendo. I've ac*ulated enough fragments from survival, arena, and chase to get him to 4-stars from scratch. Don't spend for him.
