There is actually new player protection already if you sign up in an older server. In arena and matsuri for example, you can only be matched against other young players. (Which sometimes lead to hilariously long que times; such as taking 20+ mins to find a training arena match; while high levels find it instantly; or taking 10+ mins to find a matsuri match while the high level player already finish 3 fights).

15 lvl gap pretty much renders the new players immune to getting plundered anyways. Sage is the only place you can actually get bullied... but face it; unless you are the top players, you are gonna get bullied there regardless.
