Sage Naruto, Mei, and Ao should be enough to complete the remaining exams. Put Mei on move 1 and use her mystery round 2.

YeP! ANd I've still failed! Although, I'm still searching.

Kept failing no matter what. Ao keeps attacking either Konan or Chikushodo even though Minato is highlighted. Hinata keeps dying from Breeze's attack. Hinata's barrier doesn't always work as at my attempts, Minato and Konan managed to bypass it and combo her.

ehm, is not that you win at the 1st try, could be you need 40-50 tries to beat it if your power is a lot lower than the suggested one.
Water main let you beat these exam a lot earlier than other mains but you still need luck.
Anyways i used the guide suggested setup at 38k power (or i simply wiped out everything with mei mabui tenten gnw, i don't remember, but i'm sure I had no problem on 119), the real problems for me had been 117 (where i had to change to wind main because i had no sage naruto to rely on) and 120.*

i just saw you are level 87 so you are surely over 45k power. Just go mei mabui tenten gnw -_-

Unfortunately, I'm one of the people who levels up TOO quick. ;-;. Now I'm focusing A LOT on trying to power up. I'm actually ashamed at myself.
