how do i get new and better ninjas my current lineup is hinata kakashi and kabi ;-;

Hang in there and save those seal scrolls for level 70 and Kage treasure. That is what i wish i had done myself. (Drawing until your first rare in sage treasure might pay off but i would not bother with the other ones for now.) And only do 10 draws with your scrolls so you are sure you get atleast one ninja (or fragments if you already have it). 55 to 70 wont take all that long and it is so worth it to save and invest in Kage treasure.
