[ Help ] Chinese Law about drop rates

As many of you know it is past May 1st which means companies in China will start giving drop rates for things that have them. I stumbled upon the drop rates for Overwatch and thought how lenient the drop rates were able to be labeled. For anyone who doesn't play Overwatch there is a Loot Box system where you get 1 and it rolls the dice on a skin/voice/icon/etc. for you to get. From what I have seen it may only have to state it on the Chinese website and hasn't been officially stated on the US website. The thing I found interesting of all of it is that they are REQURIED to keep track of actual Random Draws and see how it compared to the stated drop rates. This track record is supposed to be public so people can see it. I am going to assume that the drop rates are the same for here and China but that is not something I can confirm.
For Blizzard, they just had to state the different tiers of rare you can get and their average on when you get them. For example, Epic rare are on average every 5.5 Loot Boxes. As far as I can see they are not required to give a drop rate on every single item in the Loot Box. So how does this effect Naruto Online. We as a community may not be able to see the actual ninja and percent’s you can get them but instead they can say every rare happens on average at 10 pulls. I feel this law isn't going to change what we already know sadly. Some people don't know China has implement a way to see what ninja are common/rare/super rare/ultra-rare. I sense this is going to be them stating you can get these on average every pull number and not a you can get GNW Sakura 2% of the time.
I know some people and this includes me wanted to see the actual drop rate such as you get 10% chance to get said ninja. It seems it can be very general and not very intrusive.
