When there are drops linked to plot/elite instances i noticed that if I don't sweep them 5 or 3 times in a row, but simply 1 by 1, it's a lot more likely to get them.
Try to do it too, since could be there's a little bug linked to sweeping.

    Just make sure to sweep either elite instances or story.
then i've been lucky :-)
