It was a nerf he received when 2.0 came.

They changed him at the start of January with the 2.0 update.

He was nerfed cause a lot of people complained about him being too strong (which, to be honest, they were a right about, since he did damage that is hard to match even with very high level ninjas with good buffs).

Ironically the people that complained the most were F2P.
Tobi was easily upgradable to 5 stars by a F2P, and he basically was one of the few viable counters to the current high level top tier ninja's. Tobi was capable of one-shotting people with just his mistery and chase, given decent buffs. He could have been a good counter to immortal teams, by providing a quick way of killing tsunade, water main and sakura. He could have been a good counter to 6 Tails Naruto, cause tobi would have evaded his mistery every time, and could have done massive damage to him. He would have been good against a lot of ninjas. But hey, that was the choice of the majority...What can you do?

But basically, the F2P kicked themselves in the nuts with this. Sorry to say it, but it's the truth. He was broken indeed, but he was a powerful ninja and he was in everyone's reach.

thats kinda dumb tho, cuz thats the kind of ninja most ppl need anyway, so idk y they gotta make such a big deal about it. Pain tendo's op as hell, but u don't c oasis take his abilities away do u?

Of course they won't nerf overpriced ninja. Cause they need people to drool at them and pay money for them. :P

Ah, 2.0 really did mess up my team. Hopped on the lightning bandwagon for that.

they could`ve still let tobi combo out of his mystery even tough they took out unyielding, but they took even the combo ability our of his mystery as well , so now from god like char he just turned into useless ....

i got tobi right after his nerf i didnt want him because he was op but then im like ohh well

That was the core issue involving the ninja.

If Tobi was to remain with a mystery - chase. He'll be undoubtedly strong, even today. His damages would have to be tuned out. However, that wouldn't be popular. So instead, removed his , Removed his idiotic revive and added a Battery passive (which is a good thing) and of course, his dodge rate (It was quite high)

And for players saying he's useless now.
Really should try him out with certain lineups. That chase damage wasn't changed. With Mei+Tobi combos, it can wipe a character in turn 2. And against pesky healing teams. Tobi is actually quite useful.

^ My thoughts exactly. He was universal prior to 2.0 and everyone was using him regardless of his nature but now that they removed his versatility, he just needs a team that suits his nerfed specs. His damage is still a pain in the arse and that remains as his (only) asset until now.
