The thing is, the bar doesn't have to fill up to rank up. Thou it usually requires you getting pretty close to it.

I have 87 left overs, and I didn't even have enough to fill the bar(about 20 short). I was expecting either to be a bit short or have some left over, the left over is a bit more than expected but it's mostly expected.
