Maybe the person that is providing the data isn't doing such a good job or maybe doesn't understand German? Regardless, from the dislikes on your post in the first 2 minutes I can tell the data was very, very wrong and from the discords I can tell people are not happy at all that you're giving us the worst deal out of Taiwan and China (Taiwan has merged treasures but they're 3 stars while CN has split but they're 2 stars). This decision completely screws over both free to play players (in the sense of less free pulls and if they save up they might not even get what they want ) and pay to play (again, forced to spend more money if they don't get what they're aiming for and in return they get a 2* ninja that is weaker than the majority of others in treasures such as Kage and Tendo).
My sources are German forums which anyone can visit and browse to their hearts content and see for themselves.
I heard that China did it this way, instead of the one you claimed. Bear in mind that China is pretty ahead of us and that my information is not completely reliable.
They did actually release the treasure merged when it first came out. It was only afterwards after Jinchuuriki came out that did they split the treasure.
Regardless, I probably would spend on Edo-Tensei, seeing that I most likely wouldn't play the game long enough to see the release of Jinchuuriki.
