It's a work a progress. Perhaps they were testing it and will make improvements later? Who knows man. All I know people shouldn't be complaining if they are free to play. I myself am a Free to Play Player. I personal don't care. As long as I get some Kind of free reward I am honestly happy. I don't need the top tier or first tier. Because I enjoy the struggle and enjoying working my way up without money. The way they go about business it's their job not ours. We are not company owners or workers.
