Unfortunately, this sort of suggestion wouldn't be something we'll be able to implement.
It could also be directly abusable, as ninjas were certain rarity would be selected. Regardless it would diminish the value of those ninjas.

But as @Watanuki13 said, Ninjas come in due time, and they do pop-up in events which fragments are able to be gathered.
