Because it's not a good ninja. Sure it can combo high but damage out put is quite bad along with being squishy.

Actually,her tai chase does some good dmg and she is doing a lot of chakra

I was just giving my opinion. I don't own her but I faced it alot and have a bad opinion on her.

If you get all 6 of her chases off, it combines to about half the damage of tobi's single chase ;P

is this tier system based for space time? Because while I dont have most of these ninjas, I really dont like some of the a or s tier people for pve.

It is more based off how difficult it is to obtain a ninja, than how good it actually is. Quite a few of the "top tier" ninjas (like ay and minato) are expensive collector's ninja that has no viability when trying to compete.

That's an option; or he could split up the original post so it only has the tier list. Then he could create another new post with his strategies on there, and just provide a link to the strategies on the first post.
