Hokage Tsunade being god-tier is debatable, I believe. I mean, she's good, sure. She's the best healer in GNW and Ranked battle atm, yes. But without 6Tailed Naruto to carry the team, she's not that great, tbh. So she's kinda situational. If you also have 6Tailed Naruto, then maybe, yes, she's God-tier solo-wise as well.

But if say, someone got Hokage Tsunade from spending $5 and getting lucky in crazy slot machine (yep, talking about myself), without having anyone to hard-carry the team, the only time you'd see Hokage Tsunade in my team is in GNW where I have tons of support from my guildies so Hokage Tsunade doesn't get focused and die prematurely like every solo battle where apparently ignite and immobile are more common than snow in the North Pole.

Meanwhile, most of the other God-tier can be gotten for free by someone lv40 and they would still shine bright as heck. Sure, those people would not be able to beat high level, high BP, but they would surely wreck havoc in their level and BP range.
