For example, I know that you put Edo Deidara to God tier because you like him so much despite none of his skill breakthrough yet

It was never said oasis give skillbooks to ninjas that are weak... you think oasis and tencent are that much of fools to think that someone like edo deidara and hokage minato is weak? They know the game and its ninjas and skillbooks are a way to earn money and make some ninjas better that are not used as often
