Otherwise, the only place where he is even remotely usable is one of them turn 1 tendo drops, since on turn 1 a lot of player don't have an interrupt option. If coupled with a good amount of turn 2 damage, you might be able to cripple the enemy team before they can do anything.

That said, he is certainly one of the less useful super rares, the only person in my group still digging tendo treasure is praying for hashirama and in fact rates jigokudo, which he sadly does not have after 200-300 scroll spent, better than tendo, everyone else is doing sage(if they don't have sage naruto yet) or kage.

In the end, it's more of the principle of things, giving us seemingly good but actually useless stuff is dishonest.
