Tendo is not exclusive to paying players. It is perfectly accessible to everyone through the treasure pulls, those who paid in ingots to get him paid to get access to him much earlier than others and thus have the advantage of owning Tendo before everyone else.

The issue with the 4 remaining fragments is largely that there is no really reliable way to get them as events require OASIS to be co-operative and pulling from Tendo-treasure is a waste of scrolls at this point even if it did drop his fragments at steady rate.

Also keep in mind that those 76 fragments aren't exactly free. They're behind an incredibly mind-numbing grind that is a huge time investment. And since they implemented a cap on the points one can accrue per day it gets even longer. This also assumes that one has enough power to fight and win all the way through to the end without hitting beef gates that slow one's progress down.
