hi, i'm not nova, but i play the game long enough to know how to activate azure fang immobile.
first any level of refine is fine. but the higher the level, will be better.
second, neurotoxin will immobile enemy if your azure fang land crit on them. luckyly, azure fang have mystery which increase her crit potention (shark bomb) and chase that is guarantee to crit (chakra blade). use these skill and increase your refine so you can immobile enemy frequently :)

eh, are you sure you never stun (immobile) enemy when you crit and take neurotoxin as talent? that is a strange one. i never have trouble immobile someone using azure fang before. also immobile make the afflict ninja change color to dark black like this :



try make a line up consist only azure fang and kakashi and take 3 - 3 - 3 - 2 - 1
test it on kakashi clone, at round 2, use yourr kakashi mystery to the clone. see if clone immobile or not after azure fang do her chase.

if still not immobile, report to customer service. maybe a bug happen
