What you should have asked is their init, which is about the only factor that really matters. level, nope, it doesn't really matter (granted, level implies longer playing time and therefore more time to gather resource and therefore likely higher init, but that's not a given)

On a side note, our server have a ftp lv 72 with 35.7k power, she'd probably eat your face raw with no sauce in arena, masuri or anywhere else you might encounter her. Level is about the least useful indicator there is after lv 50, 53 and 55 or so (summon/talent unlock is a huge deal, that's the only reason those levels matter)
