I think... the best way to play Matsuri is like.

You try make 3 teams, using different ninjas. So the first time you lose, use team 2. If you lose again. Revive one ninjas that you see most fit and proceed the game with your 3rd team. If you lose again, you still have 1 ninja alive and you can revive again if you wish to.

Also, I usually do matsuri after 9tails. Because if I do it right when it starts, I have basically no chance.
After 9 tails, I still get tend to get stronger opponents, but sometimes I get a equal match. It works better that way, though it is still difficult with this cross server when I'm getting matched with people of higher power and level very often. :(
This is the best you can do out of the situation. Or, just play 3 games and leave.
