My server was merged today; yet 9tails hp did not increase at all. On the merged server, it died in slightly over a minute. Shouldn't 9tails be given a better starting hp on a freshly merged server?

9 tails HP will be increasing over time, after 2-3 days it will take you 7-10 minutes to kill it, don't worry.

So in other words, before the merge the 9-Tails had more HP and after a merge it starts fresh. That's not exactly useful...

It's essentially this.
A new recently merged server, the Ninetails will adjust itself. Once again leveling up according to the server's strength.

It's perfectly natural, it'll scale up in due time.
