No i activated my skills first they were showing as charging he had no skill activated at that point the game waited for like 5 seconds he then activated his and instantly gone before me even though i had rasengan charging for 5 seconds before that. Well i cant put the dancer first row because she is fragile .
P.S So what first row always activates first?

position 1 always initiate before position 2. Ninja on first row is position 1. You can see ur ninja position on ur ninja interface (where you arrange formation).. So basically its your position 1 vs enemy position 1..whoevee has higher initiative will go first.. If i assume that lightning main usually on the backline (hence position 2/3/4) , u can counter his chidori blade by using someone like neji ( in position 1 )
