I think I saw a post somewhere in this forum, forgot what it's name was, that Azure was attracted to strong men. Maybe she is so attracted to Orochimaru that she let it happen? Or maybe, in actuality, she is Orochimaru's long lost daughter or she is nothing but an experiment sent to seduce strong shinobi!

As i saw from one of the posters/promo images, no, i guess she was always in Konoha. Breeze in the other hand, has a poster with Orochimaru, but no jutsu from his labs n such
