Honestly i don't think the gold tools are worth 500 ingots at all in the first place. They could have handled the situation better and just gave us the tools though. I agree on that.
Giving people 1500 coupons is quite a controversy. People complain it's too little, considering the price of gold tools. Then there's people who got TI/SA that week who wished they didn't, cause some would rather have 1500 coupons vs 25 gold tools.

I think it's probably worth it for a lv 60, it's hundreds(200-400, depend on how well the random stat rolls) of "temporary" power for 2-3 month (which is what it roughly takes to get to 32k), temporary as it "expires" once you can actually farm the gold tool.
It's not a huge amount, but it helps with getting more stuff during the 2-3 month. A few extra fight won in sage might impact the rankings, a bit extra damage in fox might do the same, passing exam a few days early to get a bit of advantage in equipment upgrade and so on. Chances are it'd pay for itself by the time the boost "expires".
But no, it's not for a veteran that can farm 32k+ regularly. Stuff are just worth different amount for different people, some of the sales offered simply aren't for everyone.
For a more "extreme" example, I give you the advanced cloth/common thread packs. They are completely worthless to people who are done with those items, but people who haven't might opt to spent on them to hasten their progress. (On that note, if anyone refuse to budge on the gold tool=500 stuff simply because it was there at that price when it isn't meant for everyone, I think it would be hilarious if the mod was like "Fine, here, I'll give you 15k worth of stuff" and proceed to dump 1200 common cloth at the guy)
But anyway, proper comp for 32k+ should have been a set of gold tools, specifically 2 of all the best ones (paper shuriken, tokisaka sword etc), 3 red gourd and 2 random gold tool. For new 32k who have suffered the most, being 1-3k down for a week compared to their peer and thus losing out additionally in sage/fox/GNW etc, this would give them something extra, as normally they won't have such a nice "set" so soon. For people who have farmed 32k+ for a long time, they are just gold tools for reforge/lv up.
1500 is probably around fair for people below the 32k line.
