If the US/EU/Oceana servers are following the same suit, the first big one for them was 2 months in.

If and when we get the same updates, it would be a good guess to assume it will follow the same pattern. They may make new things for us that China don't have access to and they may choose to hold back on some features so that we don't get them here.

Remember, this game is a business. Whatever their market research has shown to be the best money making route, that's what they will go with.

Just be patient, enjoy the features the game currently has to offer and wait and see. I can't wait to see what comes out next, but no one on any server yet is at that level 70 cap.
