Are you referring to the Daily Recharge Rebate(Where it contains Iruka, etc)

there was another section where if you recharge 1000 then 3000 then 5000 then 10000 you could get rewards I think it was seal scrolls and there was a gold ninja tool we could get for recharging 10000
not the iruka recharge

I believe you're referring to the one with Orochimaru.

That recharge event was featured during the last week of the new server event. (If I'm not mistaken)
As for server opening, Those are the featured events.

Anything additional may or may not be added later on.
