New treasure isn't new content in any way. It just gives you more ninjas to do the very same thing you did before.
As for the content, the game is slowly catching up to the source server, such a thing takes time, English version of the game is a LOT newer than chinese.
And it's completely not true that "they have all this content that can be released tomorrow" even if they were to just give it to use in Chinese without translating it, they still need to implement all of this.
Let's take another game for an example, which is Dragon Nest in this case, English servers opened around 2 - 3 years after the source server. Only last month one of the English servers caught up to Korea to be just one month behind. Overall it took 6 years to catch up.
Adding new content to the game takes time, even if you are just a publisher, because all the time that is saved by a bit less programming needed, is again wasted by the translating process.
Ummm...6 years???Well i guess that i should be going...i've never heard of anyone playing a game for that long(except for WOW players, but those too took quite a number of brakes, but also we CANNOT COMPARE IN ANY WAY WOW with this "game?") -

Also Naruto series is about to end, and i really won't feel confortable playing "yesterday's game" knowing that i miss a lot of ninjas, anyway i sincerly doubt that anyone will be playing let's say 9 months(?) from now, because all that Naruto hype will be gone -

ok man, ur totally right...I mean people are known to be really attached to something...remember when that girl told you she'll love you forever and in 3 months she was with another guy???Well this is exactly what you are doing now...telling me that you'll love this forever and ever, but you're gonna be gone in less than 3 months...
Or if you are 13(like I suppose you are since you try to promote this attachement to the game): Remember when you really loved that toy, and after 2 months you don't even know where you put it??Read a book man, before tring to say something like that...there's a thing in psychology called "behavioural anchors" read a sentence or 2 about that then come back to me and tell me how you're gonna still love the game after the series ended
