On average, you will get Mei within your first 3-5 rares.
13k would be enough, through buying discounted scrolls and rebate events etc, get 2 rares out of five kage treasure.
So while it is a SAFE 100% way of getting her, it is also, in the long run, the less cost effective of getting her. (since you would get other stuff in the treasure pulls)
i got killerbee, chojuro, danzo, darui, killerbee in that order. still no Mei or other kage but ppl in my server keep drawing them except me.

- stfu dude...you got danzo,bee and chojuro they are the most powerful rares.. Mei may be ranked 1 but still u got really good rares all ur missing is mei whereas i got *ty onoki darui and mifune/kazekage gaara (pretty good) but i'm missing bee mei and danzo also chojuro u only missing 1
i wish we can trade our rares LOL :P Darui is quite good too. Onoki, there must be some use for him. he's more like a support ninja like Danzo
yesterday alone i saw 5-6 ppl drew Mei :(
