after reading the group summon rules again and again, it should only consume 7% of its current chakra level. so 700 if you have max(10,000) chakra. but every single day it consumes 700 chakra regardless of the current chakra level on our summon.

I'll bet you 5 llamas that it'd be chalked up to a translation error and the functionality will remain unchanged as they tweak some words.
