You can be plundered on the same run up to 3 times if you were not defeated in the previous attempts.

Understand if the same person failed at plundering you all 3 times they have wasted their 3 tries in trying to plunder you. Also, understand that anyone can try to plunder you 3 times per run if they fail after the third attempt (this mean third failed attempt of that run) no one can plunder you after that until your next run.
In my server we bait people to plunder lower levels that have hi-level protection in hopes that we waste the tries of other groups. It is very effective.
