I was thinking that it would be nice if those animals/NPCs you can sometimes turn into during Wanted Missions would be added to the list of characters you can shape shift into.

(But have it so you only unlock them for shapeshifting when you get turned into them)

Yes. When you have for example Demonx Fox so you can have option to transform to him like to each ninja you have.
