    Cause due to lag time and connection between both players and server, if he anticipated your Mei's mystery is going to be used, if he Acupuncture/Immobile/Chaos/etc her before you clicked your mystery, your screen will show the inability to use the skill in advance, even though on screen, the animation of that debuff have yet to be shown.
na iv seen this myself im pretty sure it has nothing to do with CC-skills.

Its just the lag part. Its like if you use hashiramas mystery and he has done his standard attack it wont work untill next round. i think its same with mei, but idk tbh because sometimes it works fine other times it dont so its more a lag issue i think.

ye it has something with either ur mei has already done her stuff and game is "moving towards round 3" i guess.
