Tbh the only aspect i find annoying is, tobirama's is hardly a prompt, find it always going last like tendo, even in slot one with L8 Refines, with purple gold puri int. and L7-8 Int. Cave runes. Quite laughable, for such an expensive ninja to obtain. The fact It never goes first is the only reason I don't run him, even if it says prompt it hardly is. So he like all the other kage are strictly ranked, they are good for nothing else which is saddening.

But if correspondence to you, there are ninjas who are faster, but as far as I'm aware off, initiative also helps with placement. or else you'd see everyone running pure cc accu teams, if these ninjas were faster regardless of int.
