Now why would they do that? I mean.... I would have used GNW tenten at the end of turn 1 (to have the para * in turn 2).
Actually, I don't even think it's possible to use all 3 in turn 2 for most mains, that costs 160 total, mabui only generate 80, which means even if u kept all 60 in turn 1, you wont be able to.
Granted, most mains can generate some more chakra somehow but that's a bit beyond what you are saying.

On a side note, I have a team that can cast sage naruto + mei TWICE in turn 2(2nd cast resolve in turn 3 ofc) sometimes, I mean it's only sometimes because it's not without countermeasures, but.... the fact that it is possible... well...

Lightning main can replace standard attack for chakra
wind main can gain chakra from chase
water main can gain chakra from death (granted, this team have no summon/clones so that might be difficult)
earth main have a mystery that gives 40 chakra
fire main have a chakra generator passive similiar to mabui(but only 20)

So technically all of them can do it.
The question is why would they waste a skill slot doing it, when they could have just used GNW tenten on turn 1 and avoided the problem altogether.

That said, I hate that statement equally, it's flawed logic. If that worked, no game would ever need any balancing.

There are much more Mei on my server than Garra.
For one, I have never seen anyone "getting" Garra, but have seen people "getting" mei at least 3 times (you know, the server message thing)
For another, only like 2 people I know are using garra, whereas there is literally a dozen people using mei, most of which being ftp (ptw are mostly clustering to lightning on my server, with a bit of fire).

I personally got Mei on my first rare, and still no garra after my 4th, I'm a wind main so it annoys me.... at least Mei's a girl I guess...
