Well the big issue, besides players adding whatever the hell they wanted into the already apparent misconception, was that they didn't have a no option to counter the yes. It was just if we get enough it will immediately get considered. The fact that they did that and gave no other information allowed for people to add their own ideas of what was gonna happen into the mix. This exacerbated the issue because people would just go in, see level cap increase and vote yes without reading any of the 40 pages afterwards. They didn't take the time to think things out or see the opinions of others who have played freemiums or other regions of Naruto Online. Had they done that then maybe some of the speculations towards the cap would've gotten more widespread making the devs/mods give more info or pursue a different route for pushed content updates.
All in all the cap wasn't the best update but it wasn't the worst. However, hopefully this makes people realize they need to stop focusing on just trying to force level updates and, instead, ask Oasis to put more effort into things like fixing the cross server arena, updating ninja exams or upgrading the home base.
