Arena matchmaking resolves around (Arena Rank/Level).
Additionally, arena isn't biased towards power, it doesn't take a player's raw stats. Only initiative to determine who goes first. (Overall Initiative)

It's a progressive ladder. We encourage players to try new teams and play at their own pace.
