He is free with lv 90 plot instances yeah, im also thinking of using seals on tendo, cuz im not that happy about my 2nd rare in kage, and i dont wanna risk getting onoki or something else than danzo, so if we get same treasure as germany im gonna go for tendo

Tendo rares yes, but tendo will be available with special instances i think, so in the future you will piece him but, its gonna take a while , and even if i dont get tendo, hashi is good aswell
